Robert L. Preston, AICP, Vice President has over 29 years experience in master planning participating in over 100 major projects. He has been with the firm since its inception in 1979 and has directed the preparation of numerous installation and community master plans, airfield studies, environmental assessments, and design guides including award-winning DoD projects throughout the world. Most recently, Mr. Preston participated in urgent reconstruction planning for the Louisiana Army National Guard in the New Orleans area due to damage from Hurricane Katrina. This involves replacement of facilities valued at over $500 million at five separate locations.

Edward C. McConnell, AICP has over 20 years experience in community planning, facilities planning, master planning, and landscape architecture. He leads HDR | Nakata Planning Group's efforts at developing automated decision support systems for installation master planning and real property management. As a Project Manager, he has worked on master planning contracts and special studies for more than 200 military installations under seven Major Commands in the United States, Germany, England, and Asia. Mr. McConnell has significant experience in all aspects of military planning ranging from stationing studies and facility requirements analyses to area development plans and design guides.

Kevin Leonard has significant experience in military master planning. He is the primary Project Manager for all Navy Planning for HDR, most recently the preparation of a major RSIP for administrative facilities serving commands in the Norfolk area. The objective of this RSIP is to formulate the rationale for more efficient and cost effective ways to satisfy tenant administrative requirements based on known BFRs, mission needs, and proximity requirements. Other experience includes development of major Department of Defense command space and planning criteria guides and manuals. Mr. Leonard also has experience in the development of range and training development plans and development of DD Form 1391s.

Damian Kelly has over 30 years of professional engineering experience in site, installation, and national engineering practices. His experience involves increasingly responsible management from a primary to an executive control level of projects in both national and international environments. He is expert in infrastructure analyses and DD Forms 1391 programming and planning charettes. Mr. Kelly is a past career Army Engineer officer with experience on numerous projects in support of various DoD customers, including several important DoD Transformation initiatives.

Jim Mendenhall, AICP, brings 30 years of experience in DoD facilities, systems analysis, planning, programming, and project implementation. His related experience includes project management and senior planner responsibilities for large, nationwide master planning initiatives. Most recently this included development of 54 separate statewide Master Plans and GIS products for the HQ Army National Guard Bureau. In addition, his experience includes facility planning and implementation with a variety of DoD cost systems and databases (e.g., CCB, 1391 Processor, ECONPAK, etc.).

Rudy Bauer, AICP, has 25 years of planning and project management experience in preparing various planning and programming documents, and has been directly involved in developing DoD military facilities planning documents including Base General Plans, Area Development Plans, Strategic Plans, Real Property Master Plans, and facilities requirements analyses. He has recently been the primary Project Manager on HDR's work with the USARC Metroplex RPMPs. Mr. Bauer is well versed in community planning as well as military master planning.

Randy Courduff has over 28 years of experience in the military and military master planning, with a worldwide range of public and private sector, federal, and defense related experience. He leads our military aviation and range and training land planning efforts and assists in developing civilian land and environmental planning projects. He is an expert in military aviation and range training doctrine, operations, training requirements, range and training facilities, and training devices. Me most recently developed the Range Complex Master Plan for the Louisiana Army National Guard following Hurricane Katrina.

Larry Grow has participated in every phase of DoD Master Planning and Programming over his career. His experience includes project management, force structure/stationing studies, and training and facilities analysis. He is considered an expert in DD Form 1391 programming documents, facility utilization surveys and space use analyses (for such clients as the Air Combat Command, Misawa AB in Japan, and Parks Reserve Forces Training Area in California), economic analysis, and master plans, and the use of Army automated systems such as ECONPAK and PC Cost.

Pam Pryce, CAD/GIS Manager and Senior Editor, is responsible for extensive project submission copy editing and content revision, day-to-day operation of GIS and CAD, as well as document publication and editing. She is involved with virtually every project completed by HDR | Nakata Planning Group, from receipt of the first building drawings to publication of application users manuals. Ms. Pryce also serves as Project Manager and primary author for those projects involving GIS needs assessments, technical evaluations, and implementation plan design.
